He's trained by Ruth Carr at her yard in Stillington, North Yorkshire, and she clearly knows exactly what she has on her hands. Earlier this year she described him as "a straightforward sprinter who always gives his best" — which is trainer-speak for a horse that doesn't sulk, doesn't duck out, and turns up ready to work every single time. That kind of reliability is rarer than it sounds. The yard has been in excellent form too, sending out 56 winners this season alone, so Fiscal Policy is operating in good company.

One thing worth knowing is that Chelmsford suits him particularly well — he's won 2 of his 6 races there, a 33% hit rate that tells you the track fits how he travels and finishes. He's similarly effective on both normal and wet, slower ground, winning at 33% on each, which means he's not the sort who needs specific conditions to show up — he just gets on with it. His most recent win came at Pontefract five weeks ago, and he raced just yesterday, so he is very much in the thick of a season.

The one complication Carr flagged earlier this year is worth understanding. Fiscal Policy won twice in the autumn, which is great — but success in horse racing comes with a catch. The handicapper raises a horse's weight after wins, making future races harder. Carr noted he was only 1lb below his highest ever mark when he returned, meaning he's essentially operating at the toughest level of his career right now. He typically competes in Class 5 races — the workhorses of the racing calendar rather than the glamour events — and has won 2 from 13 at that level, or roughly 1 in 6.

His regular jockey James Sullivan has ridden him 12 times for just 1 win together, which on paper looks modest, but given the weight burden Fiscal Policy is currently carrying, keeping him competitive at all is no small achievement. He's the kind of horse a casual racegoer would love — consistent, honest, and still winning races at seven.
