The recent form makes for difficult reading. The horse raced just yesterday, so it is very much still an active project, and perhaps that is the most optimistic way to read this profile: the story is not finished yet. For a horse that has placed twice without winning, there is always the chance that one good day, one race that suits perfectly, changes everything. It just has not happened yet.
