Trained by James Moffatt, who is also based in Cumbria, the fit between horse and venue feels like more than coincidence. Moffatt's yard has been in decent nick this season, sending out 11 winners, and Judicial Review is clearly part of that picture. Most of its wins — all four of them — have come at the lower end of the racing ladder, what's known as Class 5 level. That is not a criticism; horses find their level, and winning 4 from 15 races at that grade, just over 1 in every 4 attempts, suggests Judicial Review is genuinely competitive when conditions suit rather than simply making up the numbers.
Charlotte Jones has been the regular partner in the saddle, riding the horse in 7 of its races and winning once together — roughly 1 in every 7 rides. The most recent win came at Cartmel in August 2025, ten months ago now. Since then Judicial Review has gone six races without winning, with the last six results showing mostly mid-field finishes and a couple of pulled-up runs. That run of form tells you the horse is not hitting the heights it managed last summer. However, it raced just one day ago, so it is still very much active and in training.
The career earnings of a Class 5 specialist will never make headlines, but that is not really the point with a horse like this. Judicial Review's story is about finding the right stage — and at Cartmel, on a good day, it has shown it genuinely belongs. With its best track still in the calendar and James Moffatt's yard firing, another big day there is not out of the question.
